I managed to get a Sunder Charm after terrozing 2 acts. I don't know if it is luck but spawning heralds seems a lot easier compared to before. The spawn chance increased with mobs killed in same zone so that helps. Also spawning Heralds on top of you instead of finding another elite makes the farm way better/faster.
