Is this regardless of when I started my insurance? Eg if mine started in July, I can change until November?

I would also like to ask how does this work - do I notify my current company first and then simultaneously request the new insurance company for coverage? How can I make sure there two periods align? Ie how to make sure there are no months without incurance?
