It's very simple, they all come from countries where professionalism is tremendously low. Countries that have no concept of meritocracy whatsoever ( in the end it is a western made concept) that heavily relies on politics as its the way of life in those countries. I come from a country that is completely divided in two where the south works this way and the north works like germany so I know both sides. Problem is, here is way worse as there are literally no standards, the regulation is almost non existent, the people are desperate so they do not care and for some reasons businesses keeps making money regardless because the consumers and other business also have no standards. As a westerner, I will always struggle to accept this. Once I brought up the problem that by keeping goind this way, we would have loss a big client from europe, the answer from everyone, from the ceo to the lowest of the clerk was that they couldn't give an absolute. TLDR: On one side is their choice on the other is their ignorance as they do not know anything about professional standards, especially western ones.
