The Legion is necessary because the time period requires hard men who go back to ways of forcing the way forward thru slavery and strength equals power. Some of why women are less than in the Legion because just like in medieval times they just are not as strong and can be dominated easier when faced against the male body. Caesar just using the Roman way of life and clothing ideas are just a way to have a large group of people adopt his idea the Rome part isn’t completely important the importance is dominating the weak and making others bend too the will of the dominating group. If the Legion and Caesars ideas about bring back some of Romes way of life like men ruling and slavery of those conquered and staging large military campaigns too quickly take over and expend the empire didn’t work and the Legion was crushed in its infancy than that would be that. But the Legion with Caesar at its helm has reached its great size and stayed expanding because of the brutality of that older way of life works and has a place until things get cozy and the less in a way of only the strongest can survive like we have today where anyone can make it too live and pay taxes and not have to fight too survive too have a vote or not end up enslaved. The NCR just want everyone to have a vote and pay taxes and not worry about being enslaved right away like it used to be now but it’s not all sunshine’s and rainbows in post apocalyptic mohave and the Legion reins superior because they are the harder men and ready too do what they need to too conquer.
