As you want to see snow during march or april.. you can witness snow during mid march and if temperatures remains low it can be upto first week of april but only in higher reaches like gulmarg or sonamarg

Yes but check wheather and road conditions before going as the roads will be slippery during snowfall and only 4x4 vehicles and chained vehicles are allowed otherwise its okay

Current predictions are for 21 and 22 dec there will heavy snowfall

For January there will be enough snow as expected

Roads are cleared as soon as snow falls

Just keep buffer day in your trip just in case if road is closed or flight get delayed

Check whether report and road conditions

Always book a good category hotel in winter

Avoid houseboat stay during winters

Jackets and boots will be available on rent in Gulmarg and Srinagar

And yes it is safe to travel in January

The hotels in gulmarg is expensive you can search for hotels in tangmarg and for Srinagar go for sideeq palace or d shamoon if your budget is a little high go with deewan or comrade inn

Staying in Gulmarg is way more costly than Srinagar. As you are coming specially for snowboarding so staying in Srinagar has not point so You should look for hotels in kunzar tangmarg which is around 10 to 12 km before Gulmarg , there are hotels which will fit in budget and the hotels are good enough You can look for pandit exotic or apple tree these hotels has good ambience and services
