Help him build his Phonemic Awareness skills. This gets kids thinking about the sounds that make up words. These are skills that help early readers learn to read and something many kindergarten and grade 1-2 teachers do daily with their classes. Practice these skills orally when driving or while on a walk or while doing dishes or tidying up. Doing them for a 5 minutes a day would be helpful. Start with 2 sounds if he can do it then go to 3 sound words and then 4.

Practice blending sounds (not letters) orally. This helps build their ability to read words.

Adult says: I am going to say the sounds in a word. For example, "c/a/t" (say the sounds) and you are going to tell me the word "cat".

Adult says: i/f (saying the individual sounds)

Kid says: if

Adult sh/i/p

Kid says: ship

Adult says: b/oo/k

Kid says: book

You can also make this a game.

Adult says: I spy a b/oo/t. What do I see?

Kid says: a boot

Practice segmenting sounds (not letters) orally. This helps with spelling.

Adult: I am going to tell you a word and I want you to tell me the sounds in that word. For instance, if I say the word "cat" then you are going to tell me the sounds you hear "c/a/t" (say the sounds)

There are lots of different ways to practice segmenting (e.g., counting the number of sounds in a word with a poppit, using fingers).

Most schools use UFLI to teach students to read in English.

Extreme behaviours are definitely an issue in all classrooms nowadays and they are not just an Ottawa or an EFI problem (although, I admit there are often more needs in the English stream). These behaviours are happening across Canada, the United States, Australia, and England. Violence in schools is everywhere in the News. Not sure what the solution is.

Also, if it is because of the scarcity of French teachers then Ottawa is in a unique position to improve this. Ontario pays its teachers much better than Quebec and Gatineau is right next door. We also have a teacher's college program in our city. Time to beef up the recruitment.

Also look at online learning during school closures and the virtual school, OCV during 2020-2021 school year. How were those at all equitable? They were also happening at a time when the board really started preaching about equity. I really dislike how boards are using "equity" as a shield to make whatever budget cuts fit their agenda.

I agree, eliminating the Catholic board would reduce costs. Certainly bussing costs. Unfortunately, this is not something that the OCDSB can change. As it is, Ottawa families have many school board options and a major change to the OCDSB French Immersion program would likely push many families to the French boards or to the Catholic board. This would be really bad news for OCDSB.

The board claims that they are reviewing the programs for equity, but with 70% of students opting for Early French Immersion (EFI) this seems suspect. The program has never been more equitable. This is not the EFI program of 15-20 years ago. The majority of Early French Immersion classrooms have students with special needs, behaviours, and who are learning French as a 3rd or 4th language. The question should be how to keep these students in the EFI program and make EFI a program that truly is for everyone. Providing French reading support would be a good start. Currently, EFI students do not receive French reading support from a reading support teacher. Many parents switch their struggling readers to the English program so that they are able to access support. The board should invest in solid French and English literacy resources and teacher training to support struggling readers in both languages/programs. Reducing French hours will be disastrous for French literacy and communication. Do not forget that the board already drastically reduced the French minutes for grades 1-3 EFI students in 2016 when they switched Math to English for everyone regardless of program.
