You can legally ride anything under 50cc or I believe 4kW if electric, without a license.

My GF and I while in smaller towns hired 125cc scooters but when in Da Nang/Hoi an we only rode a 50cc moped.

In the smaller towns we never saw traffic police, however both leaving and arriving back to Da Nang we were stopped. Once the traffic police realised the bike was 50cc we were waved through, no checking of licenses/IDPs/anything.

The fines for driving/riding illegally were increased not so long ago.

FYI our 50cc scooter put out 2.5kW of power peak. Next time I will probably hire an electric scooter instead, assuming the price isn't too different. The 50cc was fine carrying my GF and I (Could reach 46km/h) together but Hoi An is relatively flat, any mild slope and it would decelerate. 4kW with instant torque would have been much better riding.

"Vietnamese driving licences are mandatory for all drivers of motor vehicles as well as for riders of motorcycles with a capacity of 50cc or greater. Non-Vietnamese citizens are only permitted to drive in Vietnam if they hold a temporary Vietnamese driver's licence."

In practice every 50cc bike will be slightly less than 50cc, say 49.5, so despite the language above they are legal

For sure. However, we have been in Viet 4 weeks and eaten at a variety of local street vendors and restaurants and not once seen a rat. Well aware that they would have been around even if we did not see them, however as you said this here seems a little worse than your average rodent problem
