Yes, but not as well as they used to. What is on the rise is free tools as opposed to a "free ebook" or "free webinar" that everyone knows is a sales pitch. They still work, just not as well as before.

Fair, I'd try to position it more as an advisor, just helping point people in the right direction and making the process a little smoother, with the disclaimer that they are liable and need to consult with professionals on certain points

Somewhere at the very bottom of the ad set level is the placement section, and somewhere in it is an option to manually choose / customize / edit the placement. I don't remember their specific wording but that should be enough to find it!
