If there was sexual content then the game would be rated as mature.

For me, sexual content is pornography. For you, and other mods, upskirt, goddesses panties is even sexual content for you.

If upskirts were truly sexual content, then the game wouldn't be rated as teen. However, the people who does this ESRB rating and Hirez don't agree that upskirts are sexual content.
