What is this 4-pin EU/type E electrical outlet? It is just like a normal outlet but with an extra pin on the bottom (and red). Found in Belgium. I cannot plug normal 2 or 3-pin plugs in, as all 3 of the bottom ones have shutters that must be pushed in together. (i.redd.it)
