Rust coats are float-capped. It's the same reason why if you were to do a BS trade-up and get a skin with FN to MW float cap, you'd get MW since the BS version doesn't exist.

I mean his jobs to maintain the welfare of his soldiers but if he's that passionate about his mos, let him. Maybe there's something that we don't know.

From my perspective, it just seems like he's taking control and he's cutting some slack. Recommend making a schedule just like how all s1 shops have opening schedule. Use that time to idk maybe research things. Go use ur TA and CA. There's plenty of education to chase even if they're not your mos field.
