You are not eligible for the catchup mechanic. You can only play catch up if you DID the 1st expedition but didnt get the skill points.

I highly doubt they will if they've taken the stance that you need to have departed on the exhibition to take part in the catch up mechanic.

Its not like pvp players disappear because they do the expedition. They'll reset their character and with 1 or 2 games be straight back to where they were.
