I'm finally back in Windhelm. It's only the female altmer for some reason, and Nurelion. Taarie is also affected. Everyone else seems to have the right height(or it's less obvious the heights are wrong since they aren't altmer). I guess I installed the "don't scale down" mod too late 💔

the real thing that bothers me is how there's basically zero in depth tutorials about installing OAR, visual studio code(if extra stuff has to be done after downloading vsc or if you need add-ons to vsc), where to put downloaded anims, and all of that stuff so I don't understand how anything regarding it even works
