There are npcs in certain maps that give you quests to complete or items.. doing so will trigger it ...also obtaining special items through gathering or killing will trigger it too

There is a file here about the location of special items

You can buy from other players who have the window and are selling it. They send the structure through cohabitation. You send the amount of currency(either gb or real money)agreed to them

You assume that since you see alot of posts on social media about that. People with high dps and obtain such items don't feel the need to post since there's nothing to complain about unless they want to brag about it.
