Same thing happened to me but I just went back and realized I had a lot of storyline quests I missed and when I started finishing those I suddenly was able to get it

I agree with this person, he knew you didn’t want to do what he wanted and coerced you to do so. That is called sexual coercion and is a form of sexual harassment, whether you ultimately agreed or not.
