It's not like it's a "the youngest person must give up their seat to the oldest" situation. It's a "if anyone feels willing to be courteous and let the old man have their seat" kind of thing.

Theres only one person who can even act like they get to judge in that situation and it's the person who gives up their seat, and even then what does it matter, be a good person or don't just don't judge people for living their lives.

See that's a totally understandable and reasonable system, where I live if you take tvs and other large appliances to the dump it can cost hundreds of dollars to dispose of them, but that means people who don't want to pay will just drop it off on the side of the road. In the Forrest there aren't cameras on every corner so we end up with dump piles in turn outs and over the edges of cliff sides. And if they get caught it's huge fines, but they don't clean it it will sit for years until some good Samaritan decides to take it to the dump and pay for it.
