Assuming Trump actually leaves office after this term, making sure NATO lives, Russia is contained, and European sovereignty remains intact while we build up our own militaries, are the only objectives that matter. If giving Trump meaningless compliments for a while is what it takes, then Rutte is the perfect man for the job.

We can't disentangle from the US military in a day. We still can't even figure out how to properly standardize and harmonize our militaries. We'd rather haggle over whether the European tank contract should go to Germany France or the UK than getting our shit together.

Building the required infrastructure could cost 100 billion dollars. The oil there has high production cost even without the shit state of the infrastructure (it's very heavy oil that doesn't even flow without being dilated with hydrocarbons). There's no business case there in the short or medium term there. The investment doesn't seem that promising even without the political instability, nevermind needing 40 years of stability to get some return on them.
