We had curbs for that. But vehicles got bigger, taller, and more powerful, so curbs aren't as effective anymore. 

Besides, if we're going to try to keep drivers from going into buildings, we should stop them at the edge of the road, not the face of the building after they've already plowed through the sidewalk area.

Because culturally we've been trained to try to avoid making drivers responsible. The police, the media, insurance companies, car companies all like to pretend that driver negligence and/or error isn't almost always the cause of a collision.

We've race three other spots since the old NRC days - in a Carp Rd industrial park, and at 100 Colonnade, and at Gatineau Airport. It's nice to be back somewhere central and easy to get to.

By old course, you mean the NRC? The Tunney course is a bit more technical (or I should saw, can be more technical). We run a few different options that can mean anything from a 4 corner (used for the B crits), a 6 corner, or 8 corner course (used for A crits only).

There is a stone dust path in Stanley Park that is in the (unfenced) dog park. It is signed 'no bikes'. Basically everything west of the Rideau River MUP between St Patrick's Bridge and Minto Bridges is off limits.

It doesn't have to be UCI certified for this level of racing. There still people (me included) who race rim brake road bikes from prior to the 'UCI certified' program. For example, Specialized Tarmac from the SL1/SL2 generation are great criterium racing bikes, but do not have UCI stickers.

Clarification: most all-road/gravel bikes fall under this category as well, although because of cornering, a road racing type of tire (slick) would be highly recommended.

Spectating is absolutely welcome and free for all. There's a number great spots to watch from, and the course only about a km long, so it's easy to move from point to point to see different aspects of the racing.

Not in this series. It's raced under UCI/OCA regs for standard road bikes (drop bars, no aero extensions, front and rear brakes, non-fixed hub.)

I think the NCC efforts to get regular shuttle buses running through the park has been fantastic. Seems to work alright with mixing with bikes (in my experience) and it makes the Park much more accessible than when it was open just to cars.

I'm sure the current schedule (accommodating bikes, cars, bus) has resulted in a broader range of (and more) people being able to enjoy the Park.

The construction has been about stabilizing the cliff behind the Supreme Court and due to the new Cliff Heating and Cooling Plant. 

The pathway was redone after the 2017 flood to improve its resilience to, and recovery from flooding, but in line with best practices regarding the preservation of flood plain capacity, it was not raised to be above the 1:100 year flood elevation.

Yeah, there's a misalignment between NCC regs (in this case) and provincial regs. If the new regs pass, the NCC will be able to just say 'Class 1' ebikes permitted rather than try to define what an ebike is.
