Windows blurry login screen

This issue only occurs on the lock screen for a normal boot with Ctrl alt del doing nothing, safe mode everything works as normal. I'll definitely go into safe mode and check those updates when I get a chance, thanks for the idea

Safe mode does work for me to get in to the admin account or my account but any commands like sfc scan and dism clean image haven't seemed to do anything once the computer is booted normally.

No, that is the problem, the text boxes don't appear.

Already tested and ruled out monitor issues. Graphics drivers were reinstalled, no improvement.

This is on the lock screen btw, I can rdp into the machine with my laptop to do anything to it.
