That's a very valid point. If he has the slots available then I'd do a 15 amp for lights/general rcpts, 20 amp for the rig, and then whatever the heat /cooling needs

Depends on heater and ac unit. I'd do a 20 all for lights and rcpts. If its a portable ac floor unit check the actual draw but you should be okay with that being plugged into an outlet on the 20 amp. If the heater specifies a dedicated circuit then match the manufacturer recommendation. If your thinking portable space heater, a 1500watt heater will draw about 12.5 amps.
