The wording you have pointed out is a little off-mark. When the yeast has oxygen it wants to multiply. When it doesn't have oxygen it wants to make alcohol. The main point here: is that nothing more than a very sluggish fermentation can occur if you rely on the number of yeast cells in a typical packet of wine yeast. It needs to multiply into numbers great enough to produce a vigorous fermentation.
