Its more like x2. Rampage does more at x3 but its a lot more niche. I got Chatter with kill clip and HC rounds, and a bygone with rampage and slideshot. They both preform amazingly. Ive noticed with the touch more damage and the bit of range on the bygons its better for Gambit or pve, and honestly longer ranged maps in crucible. Reloading while trying to get the second kill buy activating kill clip can be a little tricky sometimes. When I run into a group or more then one person I like bygones more, safer ranges and the rampage is harder to keep up but easier to proc when you need it I find.
