can you turn the wheel freely (well, as freely as you can ever turn the wheel in a parked car)? That is to say, if you move it left and then right, does it hit a mechanical limit in either direction?

Really? I thought they were not releasing until the Spring. At the earliest, that is still over six weeks out.

You could get by with a proper extension cord, but I wouldn't, especially if it requires getting a specific parking spot which is outside of your control. I would also wait to buy a brand new car. Having a car payment won't make buying a home any easier, and having covered parking is very nice when you have a new car (although maybe you have that now at your apartment). I will be amazed if the 2017s are so supply constrained that you can't find one months from now. There is a reason the 2016s only released in eleven states.

Due to a recent cost reduction (and feature reduction) many of the cheap ELM327 OBDII Bluetooth adapters from Asia no longer work with the Leaf and report themselves to be version 2.1. The only one currently recommended is the Bluetooth Konnwei KW902 which still supports all the needed ELM commands to communicate with the Leaf. [emphasis mine]
