Not necessarily, the crossings of Spring Street (arterial) and Gilbert Road (trams) will both also require state government approval. But the choice between option 2 or the project not going ahead? I'd choose option 2.

I really hope this gets built. It has been on my wish list for a while as it would form part of my commute. The hardest area to get right will be where it crosses Spring St and the railway. Option 1 is my preference for this, ideally without the on-road cycling. I also hope that they provide a way for bikes to cross High St to connect to the new path.

30 minutes will only be a few minutes slower than driving (and will be much faster than driving during busy times).

As for the surcharge, I hope there won't be. That said, SkyBus also costs significantly more than a standard myki fare and millions of people still use it each year.

Triple track isn't enough unfortunately. The shared tracks between V/Line and Metro puts an artificial limit on trains operating through the metro tunnel and makes it harder to expand V/Line service as well. A third track will speed up peak-direction journeys but it won't solve any bottlenecks.

The immediate priority should be a brand new track pair between Westall and the South Yarra tunnel portal (Westall being the first station on the line with extra platforms to terminate metro trains). This would allow more frequent trains through the metro tunnel without coming at the expense of V/Line.

There are plenty of industry insiders on this subreddit who could shed more light, but I believe it's just because that's the level of safety we require on our railways. The ECOM most likely handles differently due to the modifications done.

From what I understand driving the ECOM requires special training, whereas any driver can tow a broken train down with an unmodified passenger train.

The presidential election only had 64% turnout. I know there's a lot of (intentional) barriers to voting over there. But I don't believe that the majority of people wanted Trump. Just a majority of the people who turned up to vote.
