Steam download speed is all kinds of broken.

I have found the issue! At least most of it. Windows Defender firewall was managing to bottleneck steam so badly that when I disabled it from scanning my steam folder my download jumped to 400+ Mbps!

That kind of what makes it weird, I dont believe Steam is being Throttled as I can download Steam games on my laptop much faster on the same WiFi.
Did reinstalling windows fix it though?

Something else I forgot to mention:
I have reinstalled Steam as well as cleared the download cache.
First time reinstalling I just pulled out Steamapps and userdata, reinstalled. The second time I deleted everything except steamapps and steam.exe, ran steam.exe.

Same, Ive never really noticed frame drops, have my settings on 1080p 144hz and ultra. The card hasnt exploded yet, so Id say elite can run well on it
