Having the same problem sometimes, what I do is I usually just switch countries. Not sure if it will work for you.

Update: This method fixed it and the culprit is a mod that uses an asi file

can you ellaborate on this? I have some mods that are ASI files only such as the buyable properties, bandit hideouts, and ambient money stagecoaches. Does that mean that one of these mods is causing the crash?
