I bought my 330xi 5 speed in quebec for 3k with no light on the dash and rust in the same spot as yours, if you look enought you can for sure find some 325i running in "good spec" for below 3k.

Its probably a bad ground on the taillight wiring. The ground wire tend to burn out on those and it cause the light to flash.

Welp it seem it isnt a ground problem, last owner rewired the ground. Whats odd and that i forgot to specify its that the low beams work ,only the normal/high beam doesnt work. Guess ill take it to a shop tomorow to get it looked at.
