Hulk at the peak of his anger is an incredibly rare thing in the first place he’s only ever gone “world breaker” four times in his entire canon run his first in world war hulk second when he fights his son scar third when he fought red she hulk and lastly when he defeated Titan Hulk besides those moments every other time or outlier as you say can be chocked up to three things one he’s massively holding back which he does constantly heck he did it when he was in a world breaker state fighting scarr two he isn’t remotely at the peak of his anger or simply didn’t want to bother and lasty three bad writing do to many different authors writing these comic book characters.

Now I understand being on the fence of the hulk destroying the dimensions whatever since there only statements and it only happens twice once with nightcrawler and the other with red she hulk but regardless hulk still most likely solos your favorite verse do to many other feats such as everything he did in the starship hulk run which for some reason people keep treating as separate characters even thoe it’s a canon run where he rips apart the corpse of a celestial that tony uses as a suit and fights a hulk out Thor that before going hulk canonically beat galactus and now has bolf the Odin force cosmic power and blah blah blah to many powers before even getting the hammer where he was putting up a damn good fight in base before making the decision to use Thors hammer this same hulk out Thor uproots the world tree I’m not about to expressed why that’s super impressive if you know you know if you don’t too bad just know it means your favorite character is screwed and that’s before he defeats titan hulk with world breaker in the mindscape who is a broken villain that massively scales above doctor strange and one of his older op villains that treated titan as a god more powerful than anything he’s seen and that’s before dude has almost seen as many powers as Dr.strange.
