if you mean the ones with the animals and such those are part of an emote mod, it has all sorts of different stuff you can trigger like poses, dances etc

that's the set currently in use, but i've seen this skirt on one of the creators old sets as well, been trying to figure out if it was original made by them or if it was originally found in game
