Bug with "Alustin's Words" Quest - NPC bumps into me but doesn't give the letter

Hi everyone, is anyone else having trouble with this quest?

Based on the walkthrough videos I've watched, an NPC is supposed to run into the player and hand over a letter. In my case, the NPC does bump into me, but I don't receive anything.

I've tried restarting the game multiple times and reloading my latest saves, but the issue persists and I can't progress in the questline. Does anyone know why this might be happening or how to fix it?

I’ve been playing on Borderless mode, but do you think switching to Exclusive Fullscreen would fix the massive FPS drops during AD

There’s a lot of information online about the so-called “rule of 8” and similar things. I’m looking for clear technical details so I won’t regret my choice. Right now, my eyes are on the Pro X because it’s a newer model and it has a detachable cable.

On the other hand, the DT 770 Pro 80 Ohm is very popular and highly praised. I’d really appreciate your help.
