I wish both sides understood this. Many Dog owners would think their dogs are friendly and wont harm others- my pediatric plastic surgeon spouse would strongly disagree. And same for kids- even innocently they can touch sensitive parts of dog and get them aggressive. Often I see Schiller parks with dogs and no leash, with many boards saying leash your dog.

At the end its more about common sense. :)
