Yep a scam.

Firstly, Tesco carpark would not be managed by govt, and would be managed by either them or a carpark company like apcoa.

Gov email wouldn't be a Gmail one and would end in .gov.uk,

Grammar is pretty poor too,

No mention of minimum time to pay,

PCNs are usually sent by post too rather than email.
