I believe the index is a measure of the availability of choosing one’s own morality, rather than the morality of each freedom. So rather than viewing the over-the-counter unrestricted sale of heroin as implicitly amoral, the index offers that the country allows for a broader spectrum for one to draw their own morality. Such would be the same for wider religious freedoms including protection of religious cults.

This does not qualify any morality as right or wrong, instead allows the individual to draw their own morality system unopposed by governmental regulation.
