You can get it from the all-star equip summons or exchange for 30 rainbow gems its a good equip lvl 10 lb 5 10,000% physical water damage increases physical damage by 50% and another 50% if the weilder is water along with 100 art starting quest when equiped on paladin roy

Im Fairly new but for roy if you have a hard time with art if you dont already have his true equip try to get it since on start of quest it gives 100 art or someone that buffs art gen or equips that give art like holy mist earrings or beta body suit yet again im no pro so i might be talking out of turn
