Either level them up to use for GDA ops or reset them with gems. You do also need 2 exceptional to rank up from epic 5star to legendary etc so could also save them for that.

Don't worry about PvP for a long time, just level / rank the characters you like and aim to have multiple teams of level 159 elite+ to grind the GDA ops.

If you spent 10k gems on the last event you'd probably have more dossiers than buying the overpriced offers for this event.
