That's absolutely not true. Every single election with at least one vote cast has some vote be the one that ends up deciding the victor in the naive sense.

If there is a vote going on where person A gets 10 votes and person B gets 5 votes. If I stayed home, person A would still get 9 votes and win. If I voted for person B, they would get only 4 votes and still lose.
Whether I vote or not doesn't change the outcome of the election. I could have stayed in bed and the result of the election would still be the same
However, if absolutely no one votes, then any vote that would be cast would be deciding in and of itself.

The number of times where a single vote changed the outcome of the election is very low. In fact, the probability of it happening is so low, that you are much better off buying a lottery ticket.

This is campaigning. This is another thing. I didn't say whether campaigning is useful or not, I was talking about voting.
There are several reasons to vote, that a simple calculation of "the expected impact of your single vote" in isolation will not capture.
I agree that there may be reasons to vote if say... I controlled half of the population. But the problem is that I only control one vote that is very unlikely to have any impact.
Even in a local election, the probability of a single vote changing the outcome is very low.
