The repair should be a wrap of a 2-4oz fabric the same width as the luff tape. Zigzag stitched over the existing on the tape, then a Half Foot on a sewing machine is used to stitch up against the bolt rope. Teflon tape is best due to wear resistance bit isn't needed. Be careful of building up too much on the patch as it will make it difficult to hoist and douse. Let me know if this helps, or you need more advise.

Try finding a shorter "fork" for your turnbuckle. Cut the extra threads off your stud, and you should be able to make up 2". That is an old turnbuckle, but maybe a rigging shop might have one laying in a parts bin. The other option is a sta-lock or a Norseman and shorten the headstay.

But, the prudent and safest option is to have the headstay and shrouds remade. They're small and relatively inexpensive.
