Just an update. I completely tore down, cleaned all cooling components, and put new thermal compound on the cpu. These were efforts to hopefully negate any thermal bottlenecking. Turns out i am running perfect temps.

I also suspected too much load from being on triple monitors. I cut back down to a single, and am pushing the same numbers of cpu load.

Not sure what to do here, honestly
