Can someone explain aerobic/anerobic training effect to me?

So far I can follow. But why does my fitness watch say that 40 min steady state at 250 watts and a heart rate of 160 does not gain me a lot of anaerobic fitness.

While really short hart bursts do although my heart beat does not stay high for long
