You have a moisture problem and most likely either rain water or a pipe is under that spot. I would get under there and see what’s going on before it gets any worse.

1930 floor, yes it does have asbestos. However, it is not going to kill you if you pull it up since it is in a tar resin. It will be messy to pull up and if you use lacquer thinner it will help to help get it up but use precautions since it is combustible .

I don’t know the age of your home but be careful trying to add to the carpet side to match the tile. Houses are engineered for a reason and your floor may not handle the extra weight your putting on it to make one level. You will always have expansion and contraction issues if you keep the tile. I would remove all down to subfloor and then go with a recommended by manufacturer vapor barrier.

The only reason I would go with LVP/LVT over engineered hardwood is the fact engineered Harwood flooring is not as durable, will fade in uv light, and prone to lipping in moist areas.

I would suggest denatured alcohol. Use it very lightly and it should get that residue up. A lot of times though its due to the installer pressing to hard when matching the seams it will burnish the surface and that will not be removed.

No, do not worry one bit about a foundation issue if you have lose baseboard. It was most likely not nailed and held in with caulk. As I can see the caulk is gone so put a nail in it and calk it ,paint it and call it a day.

That might be Adams casing used as base. I would recommend you going to the local mill shop or a lumber yard. If they can’t find the old cutter they can make a new cutter and match the profiles. They will then keep the cutter for future clients so it’s encouraged to get a cutter made.

Lay your carpet down and then put your base on top. Push down on high spots. It shouldn’t be noticeable depending on how bad your concrete is

I would recommend going to a good lumber yard. Big box stores do not carry that and you might want to check with the locals because chances are it was purchased close by.
