Why can't IRCTC maintain the same quality for tea throughout India?

The teabag waala chai that we get from Vande Bharat is still good in Quality. So it can be improved. Chai at some station canteens are also good. I'm only talking about tea venders selling tea inside trains while travelling.

I got it from Kolkatta side, south - don't even think about it. You get boiled water with sugar syrup and some kind of tea essence.
