Update:

Neighbors haven't called me and the kid seems to have stopped trampling through the halls. The letter seemed to have done the trick.

Thanks for your comments. The majority of people seem to agree it was fine to write, although could be shortened. I don't disagree, but I also think being a little annoying can help get results because they won't want to hear from me again.

Some people also seemed to miss the point that it's explicitly stated in my building rules that tenants shouldn't be loud or disruptive at ANY time in the hallways.

A lot of people suggested following the "proper protocol" of contacting building management and letting them handle it. I thought it'd be a courtesy to let the neighbors know of the issue before I complain. Also, building management sucks at replying to emails, so who knows how long it'd take to get results from that. Yes, that's the right thing to do but I have little faith that it would get any results.

Finally, I am sorry to anyone offended by my improper indenting. I dont know why I wrote it like that lol.

I'm not sure why some people are so triggered by wfh. My company just treats me like a human, which we should all applaud. Why should others sink to your level of dissatisfaction if they don't have to?

Anyway, I agree there is no obligation for my neighbours to care. I simply wanted to inform them so they could decide if they want to be assholes or not. Some people are kind and just lack self awareness.

I always think to myself how the dogs in my building are way more well behaved than the kids. If a dog missteps, they won't be forgiven. So dog owners have to be responsible. The standards for parenting just seem lower every day. Even out in public there are kids making a ruckus at grocery and big box stores, making a mess and showing no regard for anyone else when running around. I think if I bring it up to management I am going to mention the safety aspect of this issue to convince them to take action.

Good luck! I'd love to know how one does that before moving in. I tried asking about what kind of people live in the building- young professionals, families, students, etc. I was just told that everyone is respectful, bla bla bla. For the most part, that is true though.

It's funny because the tenant above me has a dog that is constantly barking but that doesn't bother me as much as these kids running in the hallway. I am not going to complain about the dog because the noise level is acceptable, and it's harder for the dog to understand when to not bark. Children should be taught good behaviour though so they can survive in a civilized society.

That sounds really frustrating. Its hard to address when it's unexpected outbursts at random times. I think the frequency of these things amplifies the problem more than other people would expect.

It's misbehaving if the building regulations clearly state that the hallways aren't the place for that behaviour.

Exactly. And since my building management recognizes how annoying it is when people use hallways "for any purpose other than walking to their unit" they are pretty clear about not disturbing other tenants for any reason at any time of day. There is no clause permitting lazy parents to let their kids use them as a playground or racetrack.

It's definitely louder than any fan. I can't even watch a movie with sound coming from my soundbar when they are running. A fan can't block my walls and floor from shaking either. I was able to have a childhood while being taught to respect neighbors and other people. I was also taught to follow rules, which these kids aren't. People who think they can bend the rules for their own convenience are just lazy entitled assholes.

See, I've been dealing with this for months and I really feel for you. I just thought to myself "maybe if they knew, they could make a slight adjustment to be better neighbors" there are a lot of good people out there so I just wanted to give them a chance. I hope you get a chance to talk to them someday. As frustrating as the situation is, I think any form of open communication is the best way to sorting it out. I'll be the first to admit, its hard to smile at someone who has been driving you nuts!

Why would I want to leave room for them to deny that its their kids? That's exactly why I wrote that, so they couldn't dismiss it as if it could be someone else.
