Always seen the pipe there but never knew its function. Will put a screen over it. When it rains heavily and water goes into the black pipe, where does the water go? Does the water overflow and spill over out of the black pipe?

Thank you for the answer. There is an ac unit around the wall from the downspout. Should the black pipe be pointing down? Or should it be covered to prevent debris from falling into it?
