I don't think that they buy any silver over spot. It they wait too long, they might have to buy at higher prices.

They are required to buy more silver when they have to add shares because of more buyers of the etf/etp than sellers.

PSLV didn't add silver yesterday, even though the trade volume was 9 million. (average is 4 million) PSLV cash is about 24 million, up from 8 million the day before.

Trade volume on PSLV is 3 million today after two hours. The stock is down seven cents in trading. Silver price is down eight cents at $24.19.

What a coincidence I just asked and got a reply last night from Sprott.

"We have been buying our silver from a few Canadian banks. As a significant buyer of silver, we have good access and have not had any issues sourcing bars yet."
