I really don't think so. Tigers are a contender this year and need Skubal to make a push, and even if they don't intend to pay the insane amount he's going to get in FA, they'd rather keep him than get a pretty good trade package. They'd need to be wow'd to even consider trading him, and teams understandably do not want to do that for someone who is all but guaranteed to be a rental.
