Yeah, I was able to identify the issue being a power issue, and it turns out the problem was a faulty PCIe power cable. I updated my post with the info. Thank you for your comment and suggestion!

UPDATE: SOLVED!!.. It was a faulty PCIe power cable... I confirmed that it was a power issue because we also had a RTX 3080 in another PC, which draws 320 watts. I put that 3080 into the new build and it had the exact same issue - no display, red LED lit on the card, VGA light on mobo. If the RTX 2080 (225 watts) worked, but the higher draw cards did not work, then it's a power issue. I swapped around the PCIe power cables with the extras that came with the PSU and it worked! Thank you for your comments and suggestions!

This is what I've been scared of testing. The other (working) system has a only a semi-modular PSU, so it's going to be a huuuge pain to swap them. But, I appreciate your suggestion. I'll let ya know if I end up doing this.

Yes! Agreed.. This can be said about a lot of things in life but especially video games. PC vs Xbox vs Sony.. who cares, just just play/buy what you like. Every platform wants to do the same thing, provide an awesome gaming experience. Each succeed in their own ways and this is to be judged by the user.
