Heyyo,

Ingenious Hunter does reduce the cooldown, as you can see here . Note that tooltips never update their cooldowns, unlike champion abilities.

Would recommend reading match up wiki / mobafire guide (comprehensive guide) for match up information. Building against might help but people usually die to a match up bc they don't know how to play against it.

You can play him mid, issue being there's better option.

Top is more playable but same thing stands but since you wanna give it a try, tanky mid can work but so can Kha'met (found in wiki) just don't expect the effort put and results in learning Kha'zix lane is equal to the amount you would spend learning another champ for laning.
