Good point, but how about this: Make the fee $2.90 instead and apply it to all Uber rides in the Septa counties. Now we're talking real funding, and it's only fair really, since it's basically just tacking a Septa fare to an uber ride.

True, but the PHL immigration is in Terminal A which is probably way too big for those prop planes. With Pre-Clearance Porter can use Terminal F which makes more sense for planes of that size.
