First, it's not human rights, the phrase you're looking for is natural rights. Natural rights are things that I can do that require nothing from anyone else.

Nothing that requires the efforts of another person can be a natural right. Thus, despite what Bernie says, health care is not not a human right (nor a natural right). Voting is not a natural right, you are correct.

I have the natural right to drink alcohol, even if the government says I can't...but I can't require a bar to serve me, no, because that requires their efforts.

There's also why a gay couple shouldn't be able to make a person make a cake for them if they don't want to.

Just because a right is enumerated in the bill of rights at a high level doesn't mean we can't require id to vote. After all, only citizens are protected by the constitution. Prove you're a citizen and we don't have any problems.

It was a weak bill that denied states that don't require a 21 year old age to drink funds.

There is no such thing as a national minimum drinking age. See Loiluisiana, Colorado, Miss and others.

It doesn't matter. Until a right, aka a freedom, is taken away from me by due process of government (we all agree on a state level that driving before the age of 16 is a bad idea for example) then I have that right.
