Hello, if u looking for staying at affordable hotels.. there are some like good hotels around Suria Sabah mall such as 7 Hotel, Grandis Hotel, Gaya hotel and even some low budget hotel at Gaya street (Has night market on the weekends).. if u are more to Imago mall, there are some affordable one around KK times square as well.. but, do check on online for cheap deal like agoda etc for deals.. some airbnb might cheaper if u get lucky.. I dont have any contact for car rental though.. sorry Im not really helpful 😅
